Hung was born to a lower-middle class family in Sandusky, Ohio on a cold winter day in July. The seventh of fifteen children, Hung took over parenting responsibility for all twelve of his siblings (two of them had died of polio) when his parents died of polio (at the same time Hung's two siblings died of polio). Despite being only three years old at a time, Hung jumped at the familial leadership role and took on such tasks as driving his siblings to and from soccer practice, making sure they finished their peas before they got dessert, and talking about the birds and the bees. It was at this time that Hung knew he wanted to go into National Leadership. "I've got the experience of being both a Mother and a Father," Hung says. "So I know how to relate to different races, genders, and creeds in America. Tough maybe not Judaism. But I'll try."

Hung finished his secondary education at Second Educational High School in Frettopolis, JY, in 1978. After attaining his degree at Bar Harbor University, Hung applied to Harvard University of Ohio for a post-doctorate degree in Biologic Affirmation. Realizing that he needed a PhD, let alone a Master's degree, Hung withdrew his application to Harvard and ran, successfully, for the East Westburgh Precinct 3 Governing Board. After serving 4 terms, Hung moved on to International Politics with a position at the renowned International Consortium for American Citizens.

Hung is a single parent with no children and lives in the North Hills section of East Westburgh.
